can we change the return location for car rental? how late can we cancel?

I am thinking to rent a car in my coming trip going alone with 2 kids.

I will take ME but plan to rent a car from the car care center. At this time, I plan to drive to MCO as ME will bring us there 3 hours prior to the departing time. But if I were to change my mind and return my car to car care center instead of MCO on the day of return, is it possible? Will there be a penalty?

I really do not have too much confidence in driving a rental car in a new location, can I cancel the reservation on the same day? Say if I were to rent the car at 2:00 pm, can I cancel my reservation at 12:00 noon? I am planning to take a look at the car at 12:00 noon to see whether I feel comfortable with the car, if not, then I plan to cancel it.

Most of my driving will be within disney property, but I plan to go to Universal for 2 days, therefore it makes sense to get a rental car.

I am planning to rent from National and am a Emerald club member, if it makes a difference.

We know what kind of answers we got when we called WDW.
Last year, I talked DH into taking WDW transportation for an early breakfast in MK. I went to the front desk and asked how early can I take the bus. The girl basically told me that I had to take our own car or a taxi (we did have a rental car which she didn't know). I insisted that I read in this board that there are buses going for early breakfast, and I just wanted to know the time, she then mentioned the third method which was a shuttle and wasn't able to tell me the time. At that time, I had to be rude and asked another CM standing in the next counter. The second CM explained that we can take the early bus.

The problem of calling a support line is that the person in the other side has no accountabilty. There were times I even asked for their names which I know won't help too much..
