No. You can get a dining plan only if you book a package reservation through Disney (or have a travel agent book it through Disney on your behalf). Third party brokers like Expedia or Travelocity or Orbitz do not sell packages. They buy some rooms from Disney and then resell them, so they cannot sell them as Disney packages.
