Can UK guests book LL without a work around?

Sorry I haven't been following this because it doesn't apply to me, but I have a friend who is asking for advice about booking lightning lanes. She is in the UK.

What are the latest reports? Have people in the UK been able to book lightning lanes in advance? It's some sort of work around still needed?
