Is Fulton's Crab House on the Dining plan?

I printed out Disney's dining plan guide yesterday and do not see Fulton's on it.

Fulton's Crab House is not, repeat not, on the dining plan

I agree. On Disney's website it does not indicate it is on the Dining Plan. It appears to be a signature dining experience.
