can someone good with photoshop help me quickly?

Okay, so I used to have photoshop but a couple months ago when my computer crashed I didn't know how to get it back. Now I really want to make a basic background of a picture and I don't know what to do cause I have really crappy programs. can some one just make

that a background. either like make it bigger but not warp it by stretching or make it really cool if you can.

I would appreciate it a lot.
