Can someone explain the dining cancellation/change policy?

I've seen mention something about being able to CHANGE a reservation same-day without penalty. But I can't find any concrete information about this.

As an example, if we are in Epcot and have a dinner reservation at 7:00 p.m. at Tokyo Dining, but we are hungry at 5:00 and we see a reservation on MDE, can we change it through the app without penalty?

I always thought we had to cancel/change the day before, but if this is a new policy, it would be great!

I actually did this yesterday with no issues and no charges. The only part that was strange is it didn't update on MDE with the new time on the main screen but once you clicked on the reservation it showed the new time.
