Can someone explain So Cal Blockout days?

I am confused, what does this mean???? I am going during a blockout period for a trip. But what is a block out for, and is it just for annual pass holders? If someone who lived far away flew to Ananheim to visit Disneyland with a 6 day hopper ticket, they would be ok getting in right?

Block-out days only affect AP holders. Every annual pass, except for Premium Annual passes, have block out days. An AP holder can still go to Disneyland on a block out day but they have to purchase a $30 block out ticket to enter the parks that day.

Regular hopper tickets are not affected by any block out periods.
