Can someone else buy your AP for you?

My cousin was going to buy 2 AP's for us. Can she do this? do they need my name etc... or is that not important until it is activated?

Yes they can as long as they are purchasing vouchers.

If they were purchasing at WDW and getting actual activated passes then they would need to have your photo ID to get the pass.
