Can Someone Check a Florida Resident Rate, Please?

I am trying to put together a last minute trip with a friend for MNSSHP and Food and Wine. He is a Florida Resident (Orlando even) but has no idea how to use or book a Florida Resident rate. I know the reservation will have to be in his name. Can someone check availability for any of the following dates at a mod with a king bed?

October 4-7

October 11-14

October 18-21

October 25-28

I found the information, but now I have a silly question. I know the reservation has to be in his name and he has to be present at check in. Does it matter if I'm not a Florida Resident? Can I pay the deposit but the reservation be in his name?

Checked Fl. rates - looks like from 10/4-10/7 & 10/11-10/14 rate would be $129/night.
From 10/18-10/21: only Caribbean Beach is available at $149/night
and no mods are available from 10/25-10/28.
