Can offsite guests use POR/POFQ boats?

I've been at the Boardwalk and boated over to Beach Club for ice cream at B&C. It didn't feel illegal. If I'm at DTD and want to boat of to POFQ for some beignets, is that allowed? I stayed at POFQ and did the boat to DTD but I can't remember if there were signs about exclusive to resort guests. I think there is something in the AP benefits that mentions Disney transportation but I'm not sure it would extend to the POR/POFQ boats. Anyone know if there is a policy on this? Thanks.

Unless it is a really busy day, like a holiday they dont check id. You shouldnt have problem.
