Can Locals make ADR's??

As a probable soon to be Floridian, I started wondering how we can book any anniversary dinner at Cali Grill or other Le Cellier/Chef Mickey's fix that we'll need. since we won't have a room ressie, we can't really make adr's, but maybe since we have the DDE we could. b/c most places don't take walk-ups anymore, especially since you can make ADR's 6 months out now.
so how do you locals do it?

I'm not a local but anyone can make ADRs whether you are staying at disney or not.

I haven't had trouble getting an ADR, even at the last minute, for many restaurants at WDW.

Jiko and the YCG I've called and gotten that day. California Grill I called about a month in advance.

i thought that you could only make ADR's if you were staying onsite. my mistake. this makes things a lot easier.

I think there are a lot of people who don't realize they can make ADRs if they are staying/live offsite. I think there may even be a special prompt for ressies 7 days or less in advance or for fl residents (I could be wrong about the Fl one though).
