From what I understand, yes in checked luggage no in carry on.

Ditto. It is OK to have them in your checked luggage and not your carry on.

According to FAA Passenger Info you can take tweezers and nail clippers in carry-on. Metal scissors are restricted from carry-on. I overheard someone going through the random check the other day with blunt-tip scissors, but I didn't see if they were metal or not.
