Can I Exchange 1 TS for 2 CS during Free Dining???

at least not for 2. You may be able to use a TS credit for ONE CS meal, and it makes no difference if it's free dining or a paid dining plan

Sometimes during free dining they allow people to use a TS credit for a CS meal, but it is an even exchange. One for one.
So you aren't really getting your money's worth, but if you aren't paying....

It's a one for one trade.

Also people have had better luck doing this at the Food Courts in the resorts. It's less likely at a CS in the parks. Ask before ordering whenever you want to do this.

In the past during free dining they'd let you trade a TS for one CS and then some item like a lanyard with two pins. The next year they allowed you to trade one TS for one CS and either a mesh back pack or two snacks. However, now it is just a one for one trade (one CS for one TS), if they let you do it at all. As others said the most consistent places to allow this are the resort CS restaurants.

Most recently, any trade you do of a TS credit for a CS meal is going to be a straight one for one trade. You will not be able to get two CS meals for one TS credit, or any other extras for your trade.
