Can I eat at the bar at Narcoosees?

I don't know about Narcoosees, but when I wanted to sit at the bar at Jiko, they told me that I had to make an ADR and ask for the bar when I checked in.

We went in November of 2016 and were able to go to the bar without reservations. There were three of us including my 10 year old son. We were the only ones at the bar at around 6 pm.
