I am currently booked at PC for 7 nites during free dining. Can I book at WL or POFQ at the new code discount package and then ask them to cancel my PC ressie but transfer my free dining. I think I read on here or another forum that someone did this and was able to get WL for only $140 more for the week and that guest services let her keep the free dining.

You can't transfer free dining to a new discount package...One or the other. You can upgrade to WL or POFQ at rack rate if rooms are available and keep the free dining.
