Can I book a room THEN apply my AP rate later?

yes, assuming a suitable rate comes out closer to the time

They will only apply the discount if there is discount availability for your resort/room type/date when the discounts come out. Already having a reservation does not give you an advantage when it comes to getting a discount. In fact, it may hurt because if they see that a resort is already close to full on a date, they will not offer the discount for that date.
