My friend is staying at BC for 7 nights, it's her and her 7 year old son, her brother who lives in FL is going to come over for 3 nights and would like to stay in their room. They have the ding plan. Can she add him to the room without the dining plan, also she is flying in and her brother is driving so he would need to park his car at BC. How does that work ?

She can add him after she checks in and he won't have the dining plan.

When she checks in, she should ask for a parking pass. Her brother will use that during his stay.

She will actually already have a parking pass in her packet.

Is there a fee to ad him ? So it will be ok if they have dining plan and he doesn't ?

The only time there is an additional charge is when there are more than 2 adults in the room, so there will not be an extra charge to add him. Adding him at check in (or whenever he arrives) will give him a KTTW card for entry into the room, but he will have to buy his park ticket separate and pay OOP for his meals. It won't be a problem with him not having the DDP. HTH :).
