When my son was 2 weeks old, Cinderella, Snow White and Aurora all held him so we could take a picture.

I don't know what policy is for WDW but those characters costumes are not like Mickey where your entire head and face are covered and not to mention the big gloves on his hands.
I would think it would be okay for the face characters too, but I'm not sure that it would be wise for the fully outfitted characters.
I have pictures of Alice, Pooh, Mickey, Minnie all holding my babies....so I would say that a lot of them do it...the non face characters are all sitting down.
Just think about what would happen if a kid's diaper overflowed onto Cinderella's lovely dress.It has happened, and that's why they aren't supposed to even have kids sit on their laps.
