Can AP vouchers be redeemed at International Gateway?

I know that it says that the vouchers can be redeemed at any theme park. But can it be redeemed at the international gateway at Epcot. That seems like it is not a full service entry.

Yes they can. Just go to the ticket window.

In fact, this is where we typically exchange our vouchers because there is never a line.

I have exchanged vouchers there and bought activated AP's there. I believe they can do anything any other ticket window can do.

We bought our vouchers there last year and plan to activate them there when we next go. (We also plan to upgrade them to PAP's with out DVC discount)
