Can an 11 Year Old Order from All Kids Menus?

My son is 11 and never even finishes a kids meal. I noticed on the DDP he is priced the same as an adult. Is he allowed to order off the Kids Menu even in the nicer table service venues?
 
I believe that my DD will be ordering off the kids menu as well, even though she is technically an "adult". I don't know why they wouldn't let us do this. In the long run, they are making more money. Spending less on the meal.
 
My experience with this was that they allowed my daughter (who was 10) to order a kids meal using her TS credit. A couple of places even let her get a double sized portion. Lots of times (most of the time) she ordered an adult meal, they were happy to sub sides to something she would like (like fries) and they were happy to prepare it to her taste without sauces etc. When she did get a kids meal they let her do the adult dessert if she wanted. They are used to adults who are in that 10-13 age group who want a hot dog not a 12 oz. steak. I have to say, we wasted a ton of food the week we did the DDP since two of our adults were 10 and 12 respectively. My 12 year old liked the adult food but in the end simply couldn't finish it all the time.
 
We have the Disney Dining Experience. My daughter is 12, almost 13, and we encounter the same problem. Just ask if they will allow your child to order off of the children's menu. We always ask and 9.99999 times out of
10, they allow her order off of the children's menu.
