I don't think you should be shy about ordering as much or as little as you want at just about any restaurant! Of course, you should order something if you are going to occupy a table for a bit. And at a buffet or prix fixe restaurant (like V&A), you will be charged regardless.

I've been to restaurants with posted minimum purchases (mostly during busy times) but none of these have been at a Disney venue.

In fact, I do it all the time! I've done this the past few visits, either sharing things like the sushi and flatbread pizzas with friends, or choosing a soup, another appetizer, and dessert for myself.

I've done this at Jiko, too, for what it's worth. You can do this at any restaurant, no problem.
