Is Their a dress code at the Grill?

Yes.

Is it strict or formal?
No.

They do not allow tank tops or cutoffs, bathing suits, offensive language on t-shirts, torn/hole-y clothes. You are fine in shorts, jeans, khakis, sundresses for the ladies. Many people, especially if you are dining early, will be there in whatever they wore to the parks that day.

No...just went in shorts, sneakers, and a polo shirt, DD had Tshirt and shorts on.

It's disney they don't expect everyone to get back to thier rooms after touring and change for dinner.

Just to note tank tops on women are fine. It's those undershirt style tank tops on MEN that are prohibited.
