As you most likely know, both BWV and BCV are DVC resorts. BWV is completely sold out. BCV is approximatle 70% sold out.
For the DVC resorts that are sold out, rooms available for cash rental through CRO are limited. Disney keeps about a 4% interest and if those rooms are not needed for rehab/maintenance, they can be rented out. The rest of the inventory belongs to DVC members. That "point" room inventory can turn into rooms available for cash, if the DVC member elects to use his/her points for certain non-DVC options. An example would be a cruise on
DCL or a stay at a non-DVC WDW resort. DVC then turns the equivalent number of room days over to CRO to "pay" for the non-DVC option. In addition, rooms that are not reserved by points by 60 days ahead, may be turned over to CRO.
There may be availability at BWV as it gets closer to September - but there's no way to predict that right now.
Since BCV is not yet sold out, the "Developer" retains control of the unsold room inventory. These rooms are available for cash rental via CRO. That is why it may be easier to get a room at BCV right now. As it gets closer to sell out, the villas there will also be more difficult to reserve.
While the above may explain what's going on, it probably doesn't make you feel any better. The only way to ensure getting a 1 bedroom at BWV for your dates is to either become a DVC member or rent points/reservation from a DVC member.
