I just sent in a request with dvcrequest for a 2 bedroom for 9/23-9/30. I forgot you had to wait until you were in the 11 month mark to get a reservation. But this is the response I got from them.

As per DVC rules your reservation cannot be booked until 11 months in advance. Thus, we wouldn’t be able to book this for you until Sunday, October 23, 2016. We would like to inform you that due to the high demand for reservations that come Sunday, October 23, 2016, we might not have the inventory of points required to secure your reservation right away as our inventory changes on a constant basis.

I never would have thought that inventory would be such a problem that far in advance. Has anyone else run into this? Were you able to get your room without a problem or did you have to switch to a different resort?

The inventory they're referring to is the availablilty of points. They need to find DVC owners who have BWV as their home resort and have enough points to be able to book what you want. On top of that, rooms DO book up fairly quickly at the Crescent Lake DVCs around food & wine. So If they can't find a BWV owner with enough points for what you need fast enough, the rooms could be gone.

To answer your question, yes I would expect that inventory for BWV Villas in October to be limited to rent. That is F & W season at an Epcot resort. This is HIGH DVC resort demand. I think you need to expand your options.

This. You might want to think about finding a BWV owner and renting directly. You would probably have a better chance of securing this reservation.

The message you got from DVC By Request is referring to their inventory of points that can be booked at BWV at 11 months. In other words, if they don't have enough BWV owners signed up to rent points through them, they can't make those reservations. And it will be necessary to book that reservation at 11 months, because of the high demand for Epcot-area villas during F&W.

I'd start thinking about what other DVC resorts you'd be willing to consider, just so you have a backup.

And, to expand on @Lynne M's point, you might request BCV as a backup, but it typically sees the same 11-month availability issue from late September through the end of F&W, and to a slightly lesser extent through marathon weekend in January.

DVC's "high season" is late September through January marathon weekend. There is consistently higher demand for units than there are units to be had; this also includes a higher demand for point rental than points to be had at the resorts most desired.
