Since this is a Florida law, some people interpret it to mean that if you sell the tickets in Florida, you are breaking the law, but if you are selling them outside of Florida, it's not illegal.
I'm talking about the actual FL law..not what Disney puts on the tickets (non transferable). If you sell tix on eBay, there is a whole list, by state of actual law. It is not illegal in most states to resell tickets..however, some states have laws about how much you can sell them for over the actual price, some have laws about used tickets, etc. I wasn't referring to the "rules" of contract Disney put on the tix, which you haven't gotten to read before you buy.
The tix are suppose to be signed now, but we noticed that even though there were places for people to take the time to sign them, and a cm was telling them too, it wasn't being enforced for those who didn't. Sort of like when they asked for tix to be shown for early morn hours where you catch the monorail and boat (not room keys, which I thought was odd), and I held out my AP folder, without realizing, it was empty, and I had put the actual AP elsewhere.
I use an AP, so it doesn't affect me..but there are some legitimate, allowed sellers on eBay right along with the bad sellers, so as with anything on eBay, it's buyer beware and be careful.

restrictions on the sale of event tickets (which is the category Disney tickets are in, according to ebay). You have to look at both parts of the table to see the restrictions for Florida, not just the top part. The bottom part indicates no sale of multi day tickets that have been used at least once.

contracts and tickets, it says "Some items, such as airline tickets, have terms printed on the item that may limit your ability to sell that item. " So, what Disney prints on the tickets is relevant to whether or not they can be sold.
It doesn't affect me either since we have APs, but I have seen people whose tickets didn't work and they lost the tickets and money when they couldn't prove the partially used tickets belonged to them.
