They are, but tour operators (such as Holiday House, Air Canada Vacations) will create a set exachange rate...so if our dollar goes down, their set rate will be cheaper than going through Disney directly.

However, buyer beware. For one, if our dollar goes back up, you are stuck paying the now higher exchange rate with a Canadian tour operator.

Second, you are stuck paying their cancellation fees. For example, when booking with Disney directly, the most you can lose on the cost of your vacation is $200 US. But when booking with a Canadian tour operator, depending on when you cancel, you can lose up to 100% of the total cost of your vacation.

Last but by no means least, Disney can't see your reservation when it's booked through a Canadian tour operator. I know of one grand gathering when all but one family booked through Disney. Disney couldn't see the one reservation (was booked through Nolitours). As a result, that room wasn't anywhere near the rest of the group, along with many other problems they experienced.
