Busses to and from CBR

We will be staying at CBR in late September. Reading some posts lately it sounds like the busses have been hit or miss. Renting a car is not going to happen for this trip so, how early would be recommended for getting a bus to the parks? 1.5 hours before rope drop? Also, is there a bus stop at CBR that is better than the others for getting to the parks as easy as possible before rope drop? Would walking over to Riviera make sense? TIA for any help.
 
Here this week at CBR. Bus service can be bad. We had a few bad experiences - waiting 45+ minutes for a bus (once to AK in the morning, another (and gave up) to Disney Springs at night. The hotel staff there is nothing they can do (not even a sign?) - the buses have their ‘routes’. if going during crowded to times, use either Martinque or Jamaica station, they are the first stops for parks (AK, MK); If going to Disney Springs - it’s Martinque or Port Royale station. The buses do drive around, but there is no capacity.
 
Now that buses can only take less than 30 people at a time they tend to fill up fast. And if you have a wheelchair person then it is even less people they will allow on the bus. If there are 2 wheelchair people waiting only 1 wheelchair person can ride on a bus. So be prepared. Someone this week said the line was so long at one of the resort to go to DHS it took 3 buses to get the line cleared out.
