What week in Feb is reallly busy? Is it Presidents' day week?

I would guess either that or the following week. We've been to WDW a few times in early February and it is not busy at all. It's a very quiet time to visit, although the weather can be too chilly for some. We've been blessed with high 60's/low 70's weather on our trips and I think that's just about perfect.
