No, Buses to AK & DHS leave from MK, except possibly before 9am, when buses may be stopping at TTC for pickup after leaving MK.

Of course, there is still service to Epcot & MK by monorail.

If I got there a little before 9am how would I know if the AK & DHS buses were coming? Is there a CM near the bus lanes?

Yes, there's a Bus Info booth at TTC, which is staffed starting around 6:30am. It's in the small building on the pathway to the taxi pickup area.
