Do you have to be staying in a Disney resort hotel to use the Disney bus transportation from the airports?

No. If you look at the Disneyland Express brochure, you'll see all sorts of hotels listed, and the approximate times you'd get there or need to be waiting.

There is some confusion of others' experience vs phone call questions as to whether they are a straight shot, or if there's a stop at DLH, but you don't have to be staying at a DL resort to use it. It's a Grey Line company, not as connected, it seems, to DL as Magical Express is to WDW. :)

Do you need proof that you are staying at a certain hotel? Or you just tell them where you are going and you get off? I didn't know if I need to request a voucher from the hotel or something.

No. Just board the bus and tell them where you are going. The bus stops at Disneyland Hotel, the ticket booth for the bus is there. You will pay then. Then the bus will take you to your hotel. Now if you are not on the regular route of hotels the driver will inform you to call for a pickup time to go back to the airport on your departure date.
