When traveling in the winter, I often get what's called polymorphous light eruption. It's not sun poisoning and its not a heat rash, and its not stopped by sunscreen. It's essentially a rash that breaks out on skin that hasn't been exposed to significant sunlight in a while. I get it on my shoulders and my chest if my shirt is not covering it, but I assume it could appear on the neck too. My hair is usually covering my neck. It goes away after a few days and cortisone cream, and can be itchy until it goes away.
