Budget- no smear eyeliner?

I wear good ole Covergirl! If it is humid and I really need it to "stick" just put regular face powder on first, followed by the eyeliner, and then I use a slant tip brush and a matching eye shadow to set it. It stays on quiet well. I have tried the "all day" and while the do last well, they just don't seem to go on as nicely, so I am never happy with the end result, which I am stuck with for the day!

I've been using the Revlon Colorstay for a few years now, it never smears or wears off and have never had the eyeliner break. Although now I'm looking into that "transformer", I'd love to try something different.
