Colourpop matte lip glosses are horrible. They're very flaky and I don't even have dry lips. The NYX butter lipsticks are great. The Batiste dry shampoo is A+.

NYX matte setting spray works wonders in the humidity. I put on a layer of foundation (any regular drugstore foundation), spritz the setting spray and give it a minute to dry, and then put on another layer of foundation. Sounds like a lot, but I have very red skin on my face that can be hard to cover. It also keeps me from getting too shiny.
 
I didn't read the article but I'm a total beauty junkie.

Wet n' wild has solid products across the board and they're some of the cheaper drugstore options. I use their brushes for a travel set since I'm always leaving one behind and at .99-$2.99 each it's nothing to fret over. They're actually good brushes too.

e.l.f is super cheap but can be hit or miss on individual products.

Nyx is hit or miss as a cheaper drugstore option. I'd avoid the eyeshadow palettes as they tend to be crap. Nyx has great lip products, shadow sticks, and the micro brow pencil is bomb.

Maybelline fit me is a great drugstore concelear and foundation.

I will disagree with pp, I love the colourpop ultra matte lipsticks but they are a true matte so the do dry down completely. Their eye shadows are great too but a unique formula so they can be difficult to blend.

If you have an Ulta nearby or are ok ordering online Makeup Revolution is super cheap and has some shameless dead on dupes for some of the popular eyeshadow palettes. They also make a decent highlighter and lip products.

I'd recommend trying to buy at Ulta if you can. They regularly have buy one get one (or 50% off the 2nd item) on drugstore brands and you can usually find a coupon. Plus they have a great rewards program.

If you don't have access to an Ulta, I'd shop the CVS sales. They often have deals plus reward $ that you can use one a second purchase. I'd only
But at CVS if one a CVS $ or % deal. Their regular price is a good bit higher than a Walmart or target.

Finally, I'll throw out Dollar tree. Sometimes you can find some good stuff. I'd absolutely avoid any of the typical foundation type products they have. But the dollar eyeshadow palettes and lipsticks (usually LA Colors) aren't bad.

I really like Bare Minerals powder foundation, blush, powder. It's not the least expensive but it lasts forever. Ulta gets gift sets and they are a fair price for what all is included. Their lipgloss and mascara are great, too.

For drugstore mascara, I like the cheapest Maybelline type, the pink and green tube. It always worked well for me.

On a cheap note, be sure to sign up at Ulta and Sephora in their email club or whatever it's called. Each year on your birthday you'll get some pretty sweet freebies. This year I got an expensive eyeshadow from Ulta and a mini lipstick and eyeliner from Sephora. Doesn't get much more budget friendly than free!
 

I guess I'd recommend just getting the basics! Some sort of foundation (liquid, powder, bb cream), blush, a single eyeshadow or a trio, mascara, lip colour. If you want, eyeliner or some sort of brow product. You don't need palettes with tons of colours to get a simple, pretty put together look! That's when things get expensive. I agree with recommendations for wet n wild and elf as far as extremely cheap, but not bad quality goes. But same thing, don't buy the cheap ones with tons of colours, buy the cheap ones with just a few colours because each one will be better quality (even in the cheap brands). My favourite mascara is L'Oreal Voluminous, which can be bought quite cheap at Walmart.
 
Do you have a oceon state job lot near you? They usually have a ton of the drug store make up at half the price. (Loreal, mableine, revlon ect.. They take coupons too. I had a bunch of $4 off 1 revlon item a few weeks ago and bought some stocking stuffers for my DD for about $1 each after coupon.
 
Also with Sephora (they are stand alone as well as in JC Penney) you can get samples of perfumes. When I order online and pick my 3 samples, I always get perfume because they are great for traveling.

I love visiting sephora- I always get a free perfume sample or two for taking on trips
 
Oh and the BEST stay put in any hot weather eyeliner? Sephora brand has a waterproof pencil for $10..... it never ever melts off!
 
For drugstore brands I think Physicians Formula has some great products. CVS often has them on promotion. I bought a bunch of mine at Duane Reade in NYC because they sometimes clearance out an item and they will have a coupon stuck to the package (so if it was clearanced out 50% to $6.99 I might find one with a $4 off sticky coupon!). So if you see a sale check to see if that store has any items that were sent to them with a sticky coupon as it is a nice stack.

I use bare minerals and second that they can last a very long time if you don't overapply. I got a great price on a "stater kit" at my local TJ Maxx to refill my set and it came in a lovely makeup bag for travel too. Those stores have lots of knock offs so I suggest googling a brand you aren't familiar with to see if it is worth the money before buying there as you might find something instead like "natural minerals bare" lol.

Sephora store brand can be good for certain items. I use pencil eyeliner once in a blue moon so I buy the store brand, the store brand concealer is the best color match I have found and its only $14 (it glides on very smooth too so it looks great), and I wanted to have a brow powder for special occasions so again I bought their brand.

One thing that helps long term is good brushes. I invested in natural animal hair brushes and they last for years. They also apply makeup better and I feel I use less of powder type products with good brushes. Sephora has sales sometimes so I do suggest signing up for their beauty insider. Last year for my bday (its in december) I treated myself to a few items. All were on sale and as they had a holiday promotion out I got $15 off the $50 purchase so it was a great deal. They typically have some brushes or sets on sale as well.

If you have a Harmons near you they take bed, bath, and beyond coupons. I have found items there on sale like OPI nail polish and then use a $5 off $15 purchase coupon on top of the low prices. Also a great place to get low priced tools like foundation sponges, tweezers, nail files etc.

You will most likely need to buy at full price or with a coupon at full price your foundation, concealer, bronzer, blush, and mascara as they don't get replaced very often in my experience. Lip items, nail items, and eye shadow items end up on clearance more due to higher turnover in colors being offered seasonally.

Lastly buyer beware. Some stores are selling beauty products past their prime which is why they are a deep discount. Look for beat up packaging, separating products, and expiration dates. My TJMaxx had some expired lotions on the shelf and I have found that at drugstore clearance sections too. Any liquid based makeup can separate and things like eyeliners/mascaras can be dried out which makes them useless.
