Are these "just because" gifts? If they have a craft store in your area, such as Michael's or A.C. Moore, there are all sorts of wonderful items in the dollar section which inspire creativity and they are appropriate for different age levels. I like to give these sorts of things to the kids at DS' birthday parties, even...I wrap them so it's like giving them a present, not just a goody bag of junk. Another option is to get a kit with multiple projects (such as a box of suncatchers with paints) so each kid can make and take home their own.
Could you do a group gift? I only ask because my daughter just came in from playing outside with neighborhood kids who were playing on slip n'slides--boys girls, ages 3 to 10.
Walmart has that large magnifying glass in the toy section. I think it is really neat and would make for a fun gift, maybe a couple of other little things to go with it.
I also like the idea of a group gift vs for individuals and always love crafts of any sort.

oops I saw it as the clearance and 6.99 (I missed the MONTH thing- $79 is a lot for it. My kids have a solid plain one and they love it- chase it around the backyard and get tuckered out!
