First off, she should get a temporary access pass. You will need a letter from your Doctor, and they're give you an orange card. She can have one person accompanying her on rides if she uses it.
Now I'm going to sound mean. I have a 10 year old and I would NOT let her ride BTM with pins and a cast. They are giving advise for a reason, and it's a very bumpy ride. Not only can she risk smashing her arm on the bump bar and cart side, but she can't hold on properly. I know this will be upsetting, but as you say, her health comes first.
I would stay away from coasters, including RCRacer for the same reason. Casey Jnr should be ok though? Crush is definitely out of they advise BTM is out...
It's just not worth the risk. If they are saying something might not be suitable, then listen them. They are also covering their backs if something was to happen to your 10 year old. It would be you that is responsible.
What about using your
travel insurance to move the holiday? Halloween is great fun and I'd rather change the dates and make sure everyone enjoys themselves (infact we just did that due to a medical condition of our own)
