Is parking still free at the resorts if you have a dining reservation? If we were to book the character breakfast at 1900 Park Fare, would we be able to take the monorail after to visit the Contemporary?
Finally, where does it say the actual prices when booking? It only gives a range and never an actual price.

Actual prices can be found on the sticky at the top of this forum, "Buffet and AYCTE Pricing."

As to parking, yes it is free for dining reservations, but there is a time limit, so how much time you want to take at the Contemporary will play into whether you can stay or not.

We are planning on going on NYE. We are not staying on site, so we'd like to take the kids to see the different Xmas decorations after we eat, so would we be able to take the monorail to the other resorts?

I believe there is a 3 hour time limit but how strict they are is unknown. I think you will be fine

I think they will be strict with limiting parking on NYE.
You could park at the TTC and take the MOnorail to breakfast, and to see the other decorations after without worrying about a time limit.
You could also Valet Park at the GF, if there is any room
