bounceback questions

Do value resorts give bouncebacks? I was there in December and had a bounceback offer, but ignored it. I'm going this December and I should have paid more attention to it. I was staying at POR then. How far in advance do bouncebacks let you book? And I always book through my local AAA office. If I do a bounceback offer is there a way I can still do this, or do I have to book directly with Disney?

A related question that I THINK I know the answer to but want to make sure...

Is bounceback always for about a year ahead? For example: is there any chance that on our September trip we could get a bounceback offer and book for the following FEBRUARY instead of the following September? I'm pretty sure the answer is no, but I just wanted to mark that off my list as not a possibility.
