Bounceback - Booking Guests Drops Out?

My sister is going to WDW at the end of the month. We were looking to go in December and she said that she might want to join us.

If she books a bounceback and then drops out of the trip, does that void the bounceback reservation?

The purpose of a bounce back offer is to offer a discount for an additional stay. Your sister would be considered the "lead" guest. If she dropped out, there wouldn't be a "bounce back".
 
The hard part may be finding a December bounceback. We've been hearing that availability is not so great and it came out in November of 2018, so it's been a while.

We've been told that if the bounceback room/lead person cancels, the others are cancelled too. This is such a rare occurrence that we have not received confirmation that this will definitely happen. But know that it could.

She should call while she's there and book it (if there is availability). Don't cancel your current reservation. If she doesn't flake out, you can go together.
