I am going to Disney Nov 2014, I am hoping for a BBO when I am there for a trip we want to do in June of 2015, my ? is when they offer the discounts how far in advance are they for.

The bounce back offers for room only discounts in 2015 should be released sometime in November. But they could be released as late as early December.

If I go in September staying at my DVC, can I get a bounceback offer and use it for a room only rack rate stay at the Contemporary in December?

Yes, a DVC guest can book a bounce back during their resort stay. Historically, the bounce backs that are offered in September are for free days on select dates in the following year - usually late August and September, not for room discounts. But it is worth a call to ask if a room discount is available.
