Both banking and borrowing?

My brother-in-law (yes, the one who got us hooked on DVC in the first place) mentioned something to me today that I'd never heard before. He says that since he's banked all his 2002 points (he has an April use year), he cannot borrow 2003 points into 2002 for a quick trip in March, 2003. I always thought this was something I could do, and I didn't worry about banking 100% at 6 months because I figured I could just borrow from the next year. Limits flexibility after that, but possible? Or no?

He tried to phone MS today, but of course it was sooo busy.

You can borrow the 2003 points but not any of the 2002 points. It sounds like he doesn't truly understand the banking and borrowing rules.
