I have a vacation planned for October 1st. How close the the reservation can I cancel, without penalty? I'm only waiting because I'm hoping the quarantine will be lifted for traveling to/from Florida. I live, in NYC. Thank you in advance and apologies if this has been asks/answered 1,000 times.

DVC is currently waiving the penalty for cancelling less than 31 days prior to your planned arrival. That could change without any prior warning. Normally points would go into holding if you were to cancel now.
 
As noted, holding is currently waived. Nevertheless, you must still cancel by no later than September 30 if you have an Oct 1 arrival date. On Oct 1 all points in the reservation would be deemed already used if you attempted to cancel then.
 
During normal times, you would need to cancel 31 days out or more in order to avoid holding. If you cancel 30 to one day out, points go into holding and will expire at the end of the UY, Plus you can only use those points to book 60 days or less out. If you cancel the day of the reservation, you lose all the points. Currently DVC is not abiding by the holding rule. Like others have said, that could change at any time.

Currently, there is no penalty for traveling to Florida. Only getting back to NY.

Yes, THIS is the problem. When we come back to NYC, my daughter (and myself) will have to quarantine and that means she's missing 2 weeks of in-class learning. UGH
