Booking rental car for someone else...

Mum and I are going to WDW in May

she's the one driving(I don't have a licence) but I'd be the one paying as she doesn't have a credit card, they still use bank transfer in Germany, so she doesn't even have a visa debit card.
I tried a couple of websites and it seems she has to make the booking. Anyone know if you can book a hire car in someone else's name.
Also to complicate things, she and I don't live in the same country.

I once made a car reservation using DMIL credit card when the T&C's came thru it said something about cardholder being the main driver, its a few years ago so I don't remember exact details but I remember cancelling and rebooking, thankfully there was a 7 day cooling off period so didn't cost me anything.

It doesn't look good for us and I'm already considering public transport

Seems pretty 'easy' to get from TTC to the Florida Mall(and then walk over to Target from there) but The Mall at Millenia is proving to be more difficult.
I guess we would be saving $100 in rental car costs so could pay a cab but it just seems exessive....

Sorry can't help with public transport, I wouldn't go to Florida without a car. I only just tolerate Disney transport.
