I'm looking into buying a WDW timeshare. How difficult is it to book outside of your home during prime-time?

If you are are going during prime tims at disney and you want to stay at a certain resort most of the time then thats where you need to buy.
You dont need to buy somewhere just because its a few dollars cheaper and then not be able to book and get something you want.
Thats why they have the 11 month booking window for your home resort.

Depends where, what, and when. Some call daily at 11 months to get what they want. I see it getting tougher as additional members are added.

The answer is it's very difficult to get HH, VWL, AKV, BCV & BWV during much of the prime time and for a few other times as well like all of December at WDW. The practice of buying a cheaper resort and booking at the others still works, but not nearly as well as it did 3-4 years ago and will likely get even more difficult in the future. But if one wants to buy in and try other things over time, it shouldn't be that hard with a little planning and flexibility.
