Booking advice (in the event one person cancels)

I'm looking for a little guidance on how to re-book my current 7-night Med, which I have booked B2B with the 11-night WBTA for September 2016. Currently I have myself, DH DS9 and DS12 all booked in a verandah room for the Med cruise. However, I am going to downgrade that to an OV - don't see spending $200 per day more on a port-intensive cruise for a balcony. My husband can't do the WBTA, so just me and the boys (and maybe my mom) on that one.

My mom says she would like to do the Med cruise with us IF she isn't having health issues (she will be 83 at the time of sailing). To upgrade to a Family Verandah or book five of us in 2 rooms increases the cost by $2.5-$3k, or about 50%. If I book 2 rooms and stick one of the kids with her in Room 2 and she decides not to go, I should be able to cancel before PIF, keep my original booking in Room 1 and add the 4th (the child), BUT, it would be subject to availability of the lifeboats. I really don't want to have to worry about that, so what I would like to do instead is book DM in her own room and add a "dummy" person (like my sister, no offense meant, she isn't a "dummy" LOL), who I know won't go. If my mom decides to go before PIF, I put one of my kids in with Grandma, cancelling my sister, and delete that child from my reservation. So my question is: I will be able to do that without losing my locked-in original rates, right?

BTW, the other alternative we are considering is booking an NCL cruise (kind of yucky idea for me- I've never been on NCL but it doesn't appeal to me) out of Rome that ends a couple days before the WBTA. We could do all 5 of us for the same price as 4 of us on DCL, but then we would have the added airfare expense rom Rome to BCN. The OTHER alternative is 10 days on Carnival's new ship, which I think would be great, but in order to make the WBTA we would have to sail on Carnival on 09/03 and I think my kids won't get out of school until about 9/10 (schedule isn't out yet). So if you happen to be reading this and have any input on that decision, I will be glad to hear it also.

Yes, as I said in my post, I have booked, on the first day. But my question was, if anyone knows, is if I can book the second room for my mom in the manner hypothesized and be able to revert to the original room/rate if she backs out?
