We booked the cheap inside gty rom on the 9/11 fantasy. Was hoping for an automatic upgrade since it seems empty. If not an automatic upgrade, what are the chances of upgrading at the port?
Typically you will be assigned the stateroom category you book. If DCL is selling IGT rates, I assume they intend to assign inside staterooms. I haven't read any reports of upgrades available at port but that doesn't mean no.
The last 2 Disney cruises I did both were booked for an inside and both were upgraded to ocean view. I guess I got lucky those 2 times and was hoping that still happened a lot. I might go ahead and upgrade beforehand. If the ships are only 35% full not sure why they wouldn’t just upgrade

Upgrades are always possible but I think you got lucky if you've been upgraded like that twice in 2 sailings. With limited capacity, they may have more wiggle room for upgrades, especially if they are using some interior rooms for CMs or entertainment. But if they are trying to keep capacity limits for muster stations/lifeboats as well, they won't necessarily push everyone to higher category rooms. It's a chance you take.
Did you book like an 11A GTY? Or an IGT (restricted fare)? The former can be upgraded before embarkation, the latter is restricted with no changes. I think IGT can be upgraded at embarkation if they are offering upgrades then, but not before.
