There have been reports of being able to do so at lunch, but PP is one of a couple that have said they could not do it at dinner. The difficulty is, the change at TS restaurants was part of the "rumored" changes back in May. The official Disney Dining brochure DOES state that you can make the substitution for a QS meal, but it DOES NOT mention any substitutions for a TS meal. It looks like they may have changed their minds on this one. or the rumor was just that, a rumor. Early on ONE person reported back that they were given the option of ordering green beans instead of dessert at The Wave, but that is the one and only allowance I've seen reported.
I think you can't do it at dinner at BOG because the soups are listed as an "appetizer" on the menu, and exchanging dessert for an appetizer is not allowed. I'm not sure about lunch, since the soups at BOG are just listed as "soups" and not "appetizers" on the menu, but if I had to guess, I'd say probably not...but that's purely a guess. If I'm not mistaken, the exchange was a dessert for a "side" only.

Yes, we preordered. I did not go to a kiosk. I went directly to a cashier and she asked me if I wanted to make changes. I said no, but I said we were ordering using quick service credits and I said on one order, instead of a cupcake I ordered soup. She said that was fine. It was easy.

I'm sorry, but you are mistaken. The new perk is you may substitute any SNACK item for your dessert and/or drink entitlement. It has to be done at the same restaurant on the same transaction.
