BOG PPO on EMH vs EMM morning

Am I right in thinking that a PPO BOG can still be helpful on an EMM morning (for getting to 7DMT), but if it is an EMH morning to not bother?

I know access to 7DMT is not guaranteed regardless, but just wanted to double-check...
