Correct, there is no real CS at the BWI. There are more "Dining" options within walking distance in the Boardwalk area than any other area. You have the restaurants on the Boardwalk, At the Swan and Dolphin, at the Yacht and Beach Club and in World Showcase in Epcot. But it does not have a true Counter Service location.
But the Bellevue Lounge off the Main Lobby does have some things for a Continental Breakfast, no lunch though.
Also there is the Boardwalk Bakery on the Boardwalk for breakfast items, but it gets very busy. They also have pasteries and some sandwiches.
There is also the Boardwalk Pizza Window, Boardwalk To Go, Boardwalk Joes, Seashore Sweets and Tasty Sensations which is their other Quick Service locations.
You can fill your mug at Boardwalk Bakery or a small coffee/hot chocolate kiosk (I guess its Joes like the above poster mentioned) right outside of the hotel on the Boardwalk. We stayed at BWI on a very cold December week in 2010 and found the options to be perfect for filling your mug with a warm bev then walking to Epcot or HS.
Also, there is definitely no shortage of food/drink options in the Boardwalk area.
