Can anyone visit the boardwalk or do you have to be staying at a boardwalk property/hotel.

Anyone can visit the Boardwalk. There is even a bus to the Boardwalk from Coronado Springs for guests to use.

if I an staying at a non disney property Can I still visit the boardwalk ? Where do I Park ?

Anyone can visit the Boardwalk, it's like Downtown Disney or Pleasure Island (without the admission charge). There are a couple of lots at Boardwalk, the guard will direct you to either the main lot or the lot across the street (down from the Exxon).
