Boarding with Split Cabins & Minors

I searched and cannot seem to find an answer for this. My Step-Daughter & my 13 year old Niece are sharing a Cabin. In another Cabin will be my Sister & Nephew. Step Daughter will be arriving prior to the other 3. Will my Step-Daughter have to wait for my Niece to arrive to board together or can she board first & then when my sister & her kids get to the Port check-in my Niece? I do realize my Step-Daughter will have to complete the form advising who my Niece can leave the ship with but does she have to be there to physically board at the same time?

Too late to call Disney tonight and thought someone here may have the answer.

Hope this makes sense.
